At the climate change conference in Bali, in 2007, the program reduced emissions through deforestation and forest degradation (Reducing Emissions from Deforestation and forest Degradation land/REDD) began sound propounded.
Such efforts are mitigation measures to reduce the impacts of climate change. Deforestation and land degradation makes the earth warmer conditions. Tree as sucking carbon dioxide (CO2) into fewer and fewer. Makes removable CO2, which already was in the space to be more and more. The CO2 excess to maintain the heat coming from the sun. So that the phenomenon of global warming being real.
The impact of global warming could be shaped lot. Such melting snow, which then lead to an increase in sea level. In addition, global warming also result in climate change. Season to be disturbed, and cause much harm.
Indonesia as one of the country’s largest forest owner in the world, has an important role for the global warming problem. Deforestation rate in Indonesia is known to be very high. One of it caused forest fires. Especially when burnt peat forest land, the higher the CO2 in the air detachment.
Therefore, the government then announced a commitment to reduce emissions that cause global warming, which is called the Greenhouse Gas (GHG). Until 2020, Indonesia will reduce emissions by 26 percent by their own efforts, 41 percent when there is foreign aid. One of the main programs to be executed is the implementation of REDD+, which includes biodiversity conservation as the primary target of emission reduction.
Norway were keen to assist in the field of finance. Noted figures as much as US$ 1 billion ready to be launched from Norway, in the three phases of implementation. Later then born REDD+ Task Force, which is lead by Kuntoro Mangkusobroto.
“REDD+ is out of duty. The program continued with the establishment of REDD+ Agency in Indonesia,” said Agus Purnomo, Presidential Assistant on Climate Change, in the end of August 2013.
REDD+ Task Force left the variety of jobs not completed. The biggest one of the main problems, an arrogance that run high between the members of government agencies. These conditions make the unification of emission reduction activities become stagnant, when hit with the authority of the government agencies. Another problem is mainly spread is lack of coordination among agencies, in efforts to reduce emissions.
The task is then continued by the Agency for REDD+ , which was performed on 2 September 2013, through Indonesia Presidential Decree No. 62/2013 of the Management Board Decrease Greenhouse Gas Emissions from Deforestation and Forest Degradation from Peatland .
One of the chapters in the regulation said, the task of the agency is to help the President carry out the task of coordination, synchronization, planning, facilitation, management, monitoring, supervision and control of REDD+ in Indonesia.
Non Governmental Organization (NGO) said REDD + Agency considers birth, as the frantic action of the government. Because the establishment of the REDD+ does not seem to be accompanied by proper evaluation of structural non-governmental agencies, related to climate change that is now the number had reached more than 80 pieces .
“Many studies show that most of these institutions are not effective but very efficient in spending money the country or the people,” explained Teguh Surya , from Greenpeace Indonesia, Monday (9/9/2013 ) in Jakarta.
Since the beginning, they have warned that the presence of transitional institutions will not be able to change the corrupt system, unless it is accompanied by fundamental changes in the institutions of the status quo, who fortify themselves with hard of reform efforts.
“In this regard, the National REDD+ who have been circumcised here and there, likely will play only a minor role when confronted with the institutions established such as the Ministry of Forestry, Mining, and Agriculture of Indonesia, which should be the main target of emission reduction efforts,” said Teguh again.
Dedi Ratih from the Environmental Forum of Indonesia (Walhi) added that REDD+ Agency as repeat compromise trap similar institutions, which ultimately has the authority only coordinative and communicative.
“Many facts prove that the authority just be an empty coordination and lip service,” added Dedi.
The magnitude of forestry issues, including the political challenges faced, REDD+ Agency should be given the space to evaluate the performance of various sectors. Especially in relation to the release of GHG emissions.
One of the main important thing is the termination of the REDD+ program paradigm, as the source of the project. Due to the complexity of forestry issues in Indonesia can not be solved simply by REDD+ projects, no matter how large the value of its funding.
“This is because, the problem is not money, but rather clarity measures and political will,” said Mida Saragih, Coordinator of the Civil Society Forum for Climate Justice.
